Enhancing Powers and Funding for Denmark's Gambling Regulator to Address Match-Fixing and Strengthen Sports Integrity


The Ministry of Taxation in Denmark is considering proposals to enhance the powers and funding of the national gambling regulator, Spillemyndigheden. The amendments to the Gambling Act aim to address match-fixing and strengthen sports integrity rules.
Increased Powers for the Regulator
Under the proposed amendments, the regulator would be granted additional powers to tackle match-fixing. This includes the ability to secure necessary information and confidentially exchange information. The regulator would also have the authority to issue sanctions, such as injunctions, and revoke licenses of gambling operators who breach sports integrity rules.
Enhanced Data Processing and Analysis
To effectively monitor match-fixing and money laundering risks, the regulator would have increased capabilities in processing and analyzing gambling data. This would involve the implementation of a unique player ID system.
Funding the New Powers
The Ministry of Taxation suggests that the cost of implementing these new powers could be covered by changes to fees for slot machines. Licensees would be charged based on taxable gambling income rather than per machine. Additionally, a new license for B2B suppliers is proposed.
Timeline
If approved, the new powers would come into effect on July 1, 2024. The revised slot machine fees would be applicable from January 1, 2025.
Consultation with Industry
The Ministry of Taxation is currently consulting with various stakeholders in the industry, including the Land-based Gambling Association Denmark (LGA), Casino Association, Danish Sports Confederation, Danish Vending Machine Industry Association, Danish Trot and Gallop Union, and the Bar Association.
Expansion of ROFUS
In addition to the proposed amendments, Denmark's gambling self-exclusion system, ROFUS, has recently been extended to include retail betting, land-based casinos, and online gambling. This expansion was made possible by the introduction of new rules requiring the use of ID cards for retail betting.
